Risk analysis for equipment and protective systems intended for use in potentially explosive atmospheres

Résumé

EU Directives 98/37/EC (machinery directive) and 94/9/EC (ATEX 100a) have to be applied by manufacturers of equipment and protective systems intended for use in potentially explosive atmospheres. These Directives include Essential Safety Requirements and place an onus on manufacturers to carry out a risk assessment for the intended use of their equipment. In order to help manufacturers in this task, the European Standards organisation, CEN, TC 305 has mandated its WG 4 (terminology and methodology) to write a standard on the risk assessment of equipment and protective systems intended for use in potentially explosive atmospheres. The RASE project was set up as a prenormative research work to define the requirements for developing such a standard as specified in the dedicated call of the European Commission's Standards Measurement and Testing programme concerned with subjects relating to the standardisation activities of CEN - Explosive atmospheres - risk assessment of unit operations and equipment. The project (December 1997-May 2000) was co-ordinated by INBUREX with the participation of FSA Germany, INERIS France, HSE England, NIRO Denmark and CMR Norway. Since March 2000, WG 4 (TC 305) is actively involved in preparing the final draft of this standard. This paper describes the objectives and the results obtained to date in RASE project and in WG4. An outline is given of the contents of the standard being developed for the risk assessment of equipment and protection systems intended for use in potentially explosive atmospheres.
Les Directives de l'Union Européenne 98/37/CE (directive machine) et 94/9/CE (ATEX 100A) doivent être appliquées par les fabricants d'appareils et de systèmes de protection destinés à être utilisés en atmosphères explosibles. Ces Directives contiennent des Exigences Essentielles de Sécurité (EES) et obligent les fabricants à réaliser une évaluation des risques pour l'utilisation de l'appareil conformément à sa destination. Pour aider les fabricants dans cette tâche, l'organisation européenne de normalisation CEN, CT 305 a mandaté son groupe de travail 4 (méthodologie et terminologie) pour préparer une norme concernant l'évaluation des risques des appareils et systèmes de protection destinés à être utilisés en atmosphère explosible. Le projet RASE a été un travail de recherche prénormatif pour définir les spécifications permettant de développer une norme telle qu'indiquée dans l'appel d'offre dédié du programme de la Commission Européenne " Normes, Mesures et Essais ". Ce projet (Décembre 1997-Mai 2000), où participaient FSA, Allemagne, NIRO, Danemark, INERIS, France, CMR, Norvège et HSE, Royaume Uni, avait pour coordinateur INBUREX, Allemagne. Depuis Mars 2000, le GT4 (TC 305) a repris la préparation du projet final de cette norme. Cet exposé décrit les objectifs et les résultats obtenus dans le cadre du projet RASE mais aussi dans le groupe de travail 4. Ce document comprend aussi un résumé du contenu de la norme concernant l'évaluation des risques des appareils et systèmes de protection destinés à être utilisés en atmosphère explosible.
