Towards an alternative model to understand and inspect risk organisation
Vers un modèle alternatif pour comprendre et inspecter les organisations à risques
Résumé
From a brief inventory of reglementary context and of industrial practices from a human factors and organizational point of view, this communication allowed to examine then more in detail the mission of the inspectors of the classified installations and their approach towards problems related to human factors and organizational aspects. The model of " the ball' proposed in the end of this communication aims at concerning a more qualitative and less normative point of view on the measures of control of the risks, the objective being to help the inspectors to open more their exchanges with the licensee (without " to lose the thread ") on the realities and the complexity of their implementation then especially on the organizational upholders of their efficiency. This model so proposes an articulation between various levels of analysis usually implemented in a human factors and organizational approach, also with the ambition to help to conclude such an approach from the point of view of the effects on the security.
A partir d'un bref état des lieux du contexte réglementaire et des pratiques industrielles sur le plan des facteurs humains et organisationnels, cette communication permet d'examiner ensuite plus en détail la mission des inspecteurs des installations classées et leur approche vis-à-vis de problématiques facteurs humains et organisationnels. Le modèle de " la pelote " proposé à la fin de cette communication vise à porter un regard plus qualitatif et moins normatif sur les mesures de maîtrise des risques, l'objectif étant d'aider les inspecteurs à ouvrir davantage leurs échanges avec les exploitants sur les réalités et la complexité de leur mise en oeuvre puis surtout sur les tenants organisationnels de leur efficacité. Ce modèle propose ainsi une articulation entre différents niveaux d'analyse habituellement mis en oeuvre dans une démarche facteurs humains et organisationnels, également avec l'ambition d'aider à conclure une telle démarche sur le plan des effets sur la sécurité.
